Remove skillet from heat. Stir ketchup, Worcestershire sauce, brown sugar, and onion powder into beef mixture until fully integrated. Fold in crispy fried onions.

Lightly grease a 33 x 23 cm baking dish. Spread beef mixture evenly in the bottom. Sprinkle 1 cup shredded cheese blend over the beef mixture.

In a mixing bowl, combine cornbread mix, eggs, and milk. Stir until batter is smooth with no large lumps.

Pour cornbread batter over beef layer in the baking dish. Spread into an even layer.

Bake in preheated oven for 18-22 minutes, until cornbread topping is golden brown across the surface.

Remove baking dish from oven. Sprinkle remaining 1 cup of cheese blend over cornbread layer.
