Combine flour, garlic powder, cayenne pepper, onion powder, salt, and ground black pepper in a large bowl. Add chicken pieces and toss until evenly coated.

Heat 15 g butter with oil in a large cast iron skillet over medium heat. Shake excess flour from the chicken and arrange pieces in a single layer. Fry for 2–3 minutes on each side, turning when golden brown. Remove and set aside.

Reduce heat to low and add remaining butter to the skillet. When melted, stir in honey, soy sauce, apple cider vinegar, salt, and black pepper. Continue stirring over low heat until sauce thickens to a smooth, caramel-like consistency.

Return chicken to the skillet and toss until every piece is generously coated with sauce. Remove from heat and allow to cool for 5 minutes.

Transfer to a serving dish, sprinkle with sliced green onions, and serve with steamed white rice and sautéed green beans if desired.
